i think what hes trying to do by doing short ranges is to not put stress on his scapula. when you move the weight all the way up, the scapula gets huge amount of pressure. so he's just doing the range of motion just enough to make that connection with his lat muscle, and once he does, he stops. all this full range of motion stuff is really old training methods. today, theres newer ways of training. hope that helps you dude
