The SAR(H) [Search and Rescue Harmonisation] isn't intent on charging rescuees for being rescued. However, it'll mean that the agency will be run like a business, rather than as a part of the emergency services. The Department of Transport will lease the services of a consortium, which will be keen on maximising profit, rather maintaining an emergency service. A rescuee will NOT be charged, as this is part of a larger plan to dismantle the Armed Forces (google AirTanker).
