check u'r manifold gasket, u may have a preasure leak close to the bolts, or even on the inlet of the turbo, also Oil Lines (inlet).. Hope this work

Umm.... the turbo shouldn't stop moving when the cars actually running... It really looks like the turbo has a lot of drag as well.... might want to check it out before you loose a bushing in there and chuck a turbo

It doesnt stop it just slows down to helicopter rotor speeds so we actually can see the fans.
