Brooke is a good friend but you can't say she never acted all happy around peyton when she was sad because as you said in season 1 she ignore peyton feelings for lucas because she like him, in season 2 remember when peyton misses jake and her mother, she takes drugs and brooke isn't here for her, too busy with félix, and in s4 when psycho derek attacked peyton, brooke isn't here and continue her life as if she doesn't care... so both are not perfect in friendship.
But in s2 she wasn't too busy with Felix, Peyton just assumed that Brooke wouldn't be there for her but Brooke did try (in the scene in her bedroom before Jake comes back Peyton left even though Brooke told her not to!)
And in s4 they weren't even friends and she stil asked about her! And when Peyton told her she was dead to her, she still went to her house to make she she'd come to prom and wouldn't miss out and she told Peyton to run from Derek and save herself and to leave Brooke behind!
Yeah I know she watched Brooke be happy, and was unhappy herself, but Brooke at least tried to make her feel better, Peyton is all like My dress, Lucas, Wedding. And I know she does knoq something is wrong and wants brooke herself to come and talk when she want to but still. And I LOVE both of the girls. i CANT believe the NERVE of fake blond Peyton, she STEALS Lucas from Brooke not once but TWICE knowing that Brooke loves him and now she just waltzes into brookes store and demands a dress be made for their stupid ass wedding- what a bloody slag!!!
