The meaning lies in the intent, not the vocalized sound. The real problem is that people still intend to use "nigger" to express an opinion of people that is based in their own pain or ignorance. What we all should be concerned with is the fact that people are carrying that pain or ignorance with them. Of course, it may be a bit naive to say that a word that has historically held such depths of pain and ignorance can be played of as nothing.
