@LazyIndo You unlock new class specific weapons by using the classes. IN this case, sniper rifles are attached to the Recon class.  You start off with semi-auto sniper rifles (MK-11 and SVD), then unlock first bolt-action rifle (SV98) after leveling in the Recon class for a period of time.

People is complaining about, that this is a boring sniping way (The Call of Duty guys) and the Battlefield guys counters back with a "Yeah but this is way more realistic", this isn't just sniping I'm talking about I'm actually talking about the whole Battlefield series or CoD series.. The bolt action snipers do more damage than semi auto snipers because the semi auto rifles use some of the power of the bullet to cock back the hammer and insert the next round, but the bolt action rifles are bolt action so all of the force behind the bullet is behind the shot so it does more damage, thus a one shot kill, except at very long ranges...

@ajaksbackpac yes you can have all those 3 attachments at the same time. There are 3 attachment slots for each primary weapon. Optics, primary and secondary :) Pro Tip: You can blind enemies with your Laser ;)
