I just got my 96 neon out of the shop from getting the timing belt replaced and some tuning. Trying to keep it running till I get a new car. Lol

if not :

1. get an srt-4

2. get an actual exhaust. AT LEAST catback but headers/dp are recommended.

3. try $1000 to do it the "Right" way $30 is cheap and u don't get any hp gains.
