Your tabby looks like a tom. He is very much bigger that your other cat and obviously bullies it. I think you may need to protect your smaller cat who despite submitting to your tabby doesn't seem to get much compassion. Although they seems to be reconciled tabby is standing over & grooming the other which is another sign of dominance.
