Wrong. Freud's "penis envy" is a part of his sexual development theory: young girls and boys form an emotional bond to mother which at a very early age turns sexual. Boys and girls resolve this sexual fixation to mother differently: Boys initially resent the father as a rival but then begin to emulate him.
