First of all: to all the people who really think this is Swedish: it is not. That said, it is still funny. The chef's gibberish is a parody of the Swedish language, particularly its prosody (the melody of a language). And the parody is well performed: they mimic exactly what makes Swedish sound like Swedish. So that some take it for real Swedish can be seen as a compliment for the makers of the Muppet Show.
