After you beat the normal type gym leader then go search around on the right side of town until you find an openeing. Follow that path until the last house. Enter it, and you'll find a little girl and her older sister watering plants. Talk to them and you'll get the squirt bottle, witch you use to move sudowoodo (spell?)
