How I beat him was that I kept shotting at him with either my plasma gun or w/ the Air Shooter until his health was down to half and then: BAM! Use the Time Stopper on him and he was gone after losing the last half of his health.
play the pal version on a modded megadrive and upscale it to 60hz, that should play it at full speed then.

Air shooter could be used to beat the fire pots and the purple jumpers in 1 lick!

Actually, the Japanese version suffers a bit of slowdown as well. The European version is just horrible in it though.
This version I was playing was the European version in this video.
