True, but you know who is the most difficult to play, but most rewarding? Vega. If you learn to get the range just right, no one can hit you except with Dhalsim or a projectile before you can block/get away.

vega sucks at any level of play, unless the player knows exactl what they are doing his moves are too easy to punish and when you do punish him he takes rediculous amounts of damage. So far in online play iv only been beaten by 2 vega players who where exceptional and even then they were cose matches

Game definition: The level of usefulness of a characters

Like for example, SSBB, people would consider Kirby and Marth top tier character because of their abilities and usefullness in the game, jigglypuff as bottom tier because she is easily killed and isn't so useful.
