Coming from a law enforcement background it has been my experience that most people who act in such a manner do so because of some issue in their life that they are unhappy about or are unable to deal with. Any resolution to your problem is going to have to include dealing with those issues. The social worker member of your team will have to coordinate all pertinent resources to determine the underlying cause of the behavior. I know it's easier said than done but that is the only ethical way

You don't have to worrie much any more, because the reform bill will take care of him and all of them; the good, the bad and the ugly. The good because the should have put their trust in the LORD. The bad because they are evil therefore bring judgment and the ugly because they are not pure in the sight of the LORD they are evil doers; so bring judgment LORD!.
