What I think is a good idea for Hawaii is a dual sales tax system. Where sales taxes for tourists from out of state have to pay 20% but the locals only have to pay 5%. The money can be used to build more houses for those who can't afford. Clean up the environment. Build more infrastructure. Build renewable energy harnessing power from the sun and the waves. And for public education, libraries, and hospitals.
