Here's how to tell them apart.

The eyes. James’ eyebrows are a bit more “up” than Oliver’s, so he looks like that one kid you let drink coffee and stay up all night. Oliver has a very sleepy, sated look, and his eyebrows are a bit “lower”. James, on his left brow, has a small split in it towards the end.

The noses. Oliver has a very slight bump.

The mole on Oliver’s neck.

If you’re watching a video - James has the softer, quieter voice and Oliver has the deep voice.

@biebersonlyshawtyy I've noticed a few other differences we can add to your already phenomenal list (I never noticed the noses!). Oliver is 1 or 2 inches taller than James. James has more meat on his bones, he varies between looking like he's gone to a gym or like he's had a few too many sweets. Oliver is usually thinner (look at their arms), he also has a narrower face than James. James' face is rounder whereas with Oliver you can clearly see their bone structure.
