This is called a workprint. It would have cost too much to arrange all the shots in order using color film. The color prints would be done later in a lab using the numbers that run along the edges of the film. In the 1970's the style was to edit for the Actor's performance (the Godfather, Rocky), but when Lucas saw how boring it was, he told the editors to cut it to tell the story faster, so a 7 minute scene got cut down to about 4 and a half minutes, and got more aliens in less time.
Gotta say this movie needed tons of post production. The voices are terrible, very bad acting, all with their British accent, and haha, they really seemed to be drunk. Damn, Lucas is so lucky this worked.
@MinusIce From an old LucasArts CD-Rom called 'Behind the Magic'. It came out more than 10 years ago, hence the poor quality of the video. Hope they can do better with the Star Wars Blu Ray extras.... whenever they appear. :)
It doesn't quite look like a Jawa to me, since the eyes are sorta on the side, while the Jawas have eyes fully forward... when you see the rat guy to the side you only see one eye unlike the guy he's facing, but that could just be an oversight. Interesting if it's really a Jawa.
Back then Lucas had a very limited amount of budged for the film, so he tried to cut costs on everything, including the type and quality of the celluloid reels, he basically used very cheap film reels that actually needed restoration for the 1981 re-release, only 5 years after the initial shooting.

There's a reason why the color has faded.
