You can either teleport there using the Gnome/Spirit Trees, or walk there. You can find the Gnome Stronghold on your World Map. :)

You can obtain the Agile Armour after completing 250 laps, by speaking to the Gnome Trainer(Agile Legs) or the Barbarian in the Barbarian course(Agile Top)--He should be walking around in the middle of the course.
