It poses NO threat to a state such as Russia which has thousands of warheads and hundereds of missiles. The NATO ahield could only defend against a very limited number of incoming warheads like fewer than 25. Such a system is designed to defend against limited threats posed by the small arsonels of India, Pakistan and possibly Iran where it is unlikely to face many warheads.

If Americans don't want to follow the ABM, I don't think Russia should be obliged to follow MIRVs limitation either. And by the way, SALT2 was a complete failure. Now it's START provisions and newly signed Strategic Offensive Reductions Treaty.
