Banksy isn't a graffiare he's a street artist because he uses stencils and tiles to make his piece like murals not canned up offhand so he uses lots of tools and that makes him and a lot of others street artists. There's existing pictures of them working on Flickr. Sometimes they just do it legally, asking people to paint their buildings, months in advance.

@dicko9000 New York murals were made by Colossal Medias team to promote Banksy's show in NY. It was made during the day, legally, which explains why it was removed later. I don't know what technique they used to make the piece though...
