A lot of fan fiction has Tara as Bonnie's best and often only friend, more so Tara is thought of as Bonnie's version of Ron.

I'm just saying that there are some things in the show that tell us that they are friends, maybe it doesn't tell us that they are all "yeah best friends forever" and stuff, but they are good friends.
