Just because children are allowed to be somewhere, it doesn't automatically give them a free-pass for bad behavior. Either correct it or get out.

Well, I couldn't agree with you more, but are these toddlers just not raised by there parents? Cuz this doesn't count for all the kids. Our parents let us (twin brother, twin sister and me) sit with our arms crossed until they stopped talking to other people in the restaurant. When we said something, it was 'dank u wel' (thank you) or 'nee, bedankt' (no, thanks). We never screemed.
But I still think they're just little children and they don't raise themselves when the parents screw up big time.

I work at a movie theater box office. About once a week, there'll be a family with a child like this.
What's worse is I have a speaker that amplifies whatever it is they're screaming, and still reverberates loudly through the glass when I turn it off.
Gets worse when there's two or more and they all feel the need to join in.

Yes, in some countries even slapping a child on the face can lead to serious trouble. I took a plane from Madrid to Paris and a woman was so angry at her child that she threatened him with a slap on the face and two passengers warned her about legal issues.
So, even if you think that a slap in time can teach a child some discipline try to be careful when you're in public, you could get in trouble!!!
