Either the bow was too deep (indicating overt facetiousness, since there is probably no need for Obama to apologize) or it is not really necessary for His Imperial Majesty to bow (since he is the Japanese head of state and the traditional "Supreme Leader").

I doubt even most Japanese know the proper way to greet His Imperial Majesty - unless they've been instructed and trained beforehand on how to do it.

@Squirelbutt : Japanese usually never expect Westerners to even try to bow Japanese-style - let alone know the subtleties behind it. So, even if Obama was just being courteous, H.I.M. probably thought of it as overtly facetious.

Handshakes are more typical of a Westerner. Thus, Japanese usually shake hands with them instead of bowing.
