The beam can effect tectonic plates if it is pointed toward the earth. Much like a sub-woofer shakes the hell out of everything around you. Considering the type of power output Haarp is generating it does have the capacity to disturb the plates if its at the right frequency. After a few hours the whole sky was covered with thick clouds . By the third day temperatures dropped and it snowed.
