If you want one with "good" mission cards, i suggest getting either number 8 or number 9 in the video. Those 2 have the best mission cards.

Is the balance of powers risk an expansion?

No, it is a two player version of Risk. It came out in 2008 I think. The map for it is i Europe. It's an OK game. not the greatest. The Canadian version of the game is missing part of the instructions as well. I had to download a PDF version of the rules.

There is also a new version for 2011. This video was made prior to its release.

There should be a WWII one. That would be awesome, and make total sense.

Armies: U.S., Imperial Army, Wehermacht (Nazis), and Soviet Union. They should make one like this. Hope they are working on one.
