You could have applied better make-up, fake eyelashes and you could have thinned out her eyebrows and shaped them with liquify. Changing the color of her eyes was completely unnecessary because you could just make it a little more blue and define the black edge some more by using the circle tool.
I think you blurred her skin out too much, and I also think that you could use liquify to shape her a little bit...maybe correct the shape of her right eye so they it matches the left and thin out her face a little, and also make her nose just a little bigger and shape it a little better, also, her mouth looks like she is facing death itself so you could have gave her just a small, kinda neutral smile.
Dude, I can hardly use MS Paint, let alone Photoshop! AWESOME EDITING! Wow, I really wanna try something like this and make the eyes really bright blue whilst the rest of it looks almost like a greyish black and white pic :P Love it ^_^
just to let you know, they DO have different types of brush downloads for eye shadow, and eye lashes, too. They even have lip brushes, too! :D
just search for the type of brush you want on google. It's free of cost. They have certain brushes that help you draw hair, too! There are awesome tutorials out there that will teach you how to use the different brushes, too. ^_^

Now i'm editing for magazines. I need to update and add new videos. If you ever have questions you can ask me i'll help! Good job overall but you still have a lot of learning left to do.

Thats a generalized statement and is not necessarily true for everyone.
I want you to know this image has been photoshopped. I wanted it to have a Clichéd magazine photo look. Its supposed to be a surreal and dramatic transformation.
try lowering the blur and also use another effect for the skin .. u used too much .. if you look at the image before it has a natural look , your has a faded one .. it's good and you will make progress as time goes by ..
