well she properly chooses to kiss him in the last episode of series 4, I can't remember what it's called now...

but the picture you see in this video is from the first episode of series 2, "new earth" but rose is possesed by the spirit of another, evil alien (well evil human skin) called Casandra which takes over rose's body and brain and kisses the doctor

@xcutiec nope, but im pretty sure that billie was a pop singer at one point, and also in the mini series Blackpool you can hear david singing sometimes if you listen really hard.
