Actually, Frank Zappa wasn't saying AIDS was constructed in a lab. He simply stated that it was a possibility, which, with the evidence available at the time, was a reasonable position to consider.

Given the US government's demonstrated willingness to conduct experiments on unsuspecting people in the past (Tuskeegee, MK Ultra, etc.), you wouldn't have to be a tinfoil hat wearing conspiracy theorist to consider the possibility that governments, from time to time, do some despicable things.
