I believe that Mr. Bowden is a little rough in his sketch of Heidegger at the period of "Being and Time", but ultimately he is grasping Heidegger's argument here.
What is this section of B&T pointing out? Dasein's self-transcendence. As long as every human being exists [Dasein] it must have a morality. In fact, every human being must have a religion because its life is always transcending itself. Bowden calls this "theory", which is problematic, but ultimately correct.
What does this mean? This means that ultimately every possible choice is morally equal and leads to authenticity of being in each case. If one truly grasps the effects of this, one can understand why Heidegger was such an extreme conservative, and rightly so. Many American academics like Dreyfus or William Blattner enjoy suppressing this and consigning it to the realm of "personal prejudice". Avoid these people.
