I have never seen a wheel loader fine grade material to within a 1/10th and pull a scraper pan. Must be a heck of a loader and operator!!

In Holland we just use a decent wheel loader to do these kinds of jobs... dozes and grades. Biggest benefit, its cheaper to operate and can even load a dumptruck... No need to spend money on expensive and fast wearing tracks... you just need to have a loader operator who can do more than just scoop dirt...
