The problem is finding local organizations that don't hold any biases at all for any particular country and don't take advantage of certain resources or findings for the betterment of a certain country (e.g. USA). By using honest, hardworking local organizations to find solutions to the problems that the countries face, I feel that illegal immigration will be reduced.
