The reason why Mr. Bean has a problem with the three wheeler blue car and not any other car is because, on the first episode when Mr. Bean was driving on the road on his way to take an exam, the blue car was driving in front of him very slowly. Then out of anger, he sped past it very fast causing it to tip over. So everytime he sees the blue car, out of anger he decides to either cause it to tip over, cause it to fall off the road, or pushing it out of a parking spot.
