When they originally animated and scripted this scene (as they usually do this before dubbing is put over), when Norio Wakamoto did his lines, his lines extended past what had already been animated.

So what did they do? They didn't ask him to redo his lines to fit the animation, they redid the animation to fit his lines! HE'S NORIO FUCKING WAKAMOTO.
