The aircraft belongs to Airborne Support, Inc. and it did indeed land safely. I am not sure exactly when this video was shot, but I am certain it had nothing to do with "Exxon Valdez". This video was from the Gulf of Mexico. It was likely water sprayed in conjunction with an oil spill response drill or, perhaps, dispersants being sprayed on post-hurricane-Ike oil spill.
