Nope, no special lens. The trick to this is having a large depth of field. The easiest way to do this is simply zoom all the way out and make sure your aperture is small. This keeps as much in focus as possible, so things both far away and close up will both be in focus.
That forced perspective midget should have said to the girl: 'Oh, yeah well I hate Burger King for turning you into a blimp!'
