No it's not. He's using an Action Replay. If it were Tool-Assisted, he wouldn't be using the DS, he would be playing it on an emulator and using save states and slowing it down to one FPS. This isn't a true TAS. Unless he hacked his DS to do that somehow (and the DS doesn't have the computing power to modify it that much) then this is just a really cool score run using cheats
Pausing isn't really "Tool-Assisted", since you're not slowing down the game or anything, you're just pausing, so if anything I guess it would be an exploit, and even that isn't 100%. This shit is TECHNICALLY legit.

Pausing is how people are getting 200k+ scores. This is not to say that it isnt hard, I've tried and its no walk in the park to pull off =P
