This is because the rules of engagement are just too strict and there are budget restraints. If NATO used a million troops backed up with heavy mechanised armour (tanks etc) then they would be beaten in about six months. The Russian failure was due to many factors. First the tribal fighters were equipped with the latest anti aircraft and tank weapons by NATO! The Russian forces suffered terrible morale and logistical support and there was a high level of desertion combined with poor planning.

(1) NATO's plan in Afghanistan: Destroy the Taliban but don't harm civilians. We should win the war in about 30 years.

(2) The then German Army's plan would have been: Destroy the Taliban by flattening the whole country not leaving a living thing. Job done in six months.

Maybe it's time NATO looks at option (2)!

There is nothing of any value in Afghanistan, the country has no natural resources and has to import 85% of it's food and raw materials. The country had become a haven for terrorist training camps and since the government was incapable of taking them on NATO had no choice but to get involved. When people mention that the Taliban can never be beaten I say that is nonsense. Unfortunately, NATO has to fight with it's legs and hands tied.
