The pc is way more expensive. you can buy a xbox 360, playstation 3, and wii and you will still pay less then buying a gaming pc. if you want a good gaming pc you are gonna have to spend at least 850-900 bucks. way over a thousand if you want a really good one. in its defense, pc does have best graphics and online.

Gaming is extremely subjective. It's not possible at all to make any systematic tests.

One statistic I've read is that RTS and FPS ranks first place in terms of gameplay on the PC compared to other consoles. However, I myself am a huge J/WRPG and rhythm game fan. That just adds up to the subjectivity because genre your preference also determines your respective console of choice.

As for least expensive,if you have some minor technical skills you can put together a good rig for a little bit cheaper than a good console.
