I'd say that's cruel, but the kitten looks like it's having fun! :D
But if it was pawing at the window I'd be sad xD
He/she's probably like "Look at me! Look how cute I am, people!"

Oh that's adorable. I actually don't think it's cruel, but I see why someone would say that. Kitten looks happy and like it's having fun - I wish there was a store near me putting kittens in the window display!
