If I remember correctly, the mission is supposed to be a set-up. 47 is supposed to be stupid enough to fall for the cardboard cut out, and he'll get killed by the other clone (46 or whatever.) However, when I played this mission, I never did that. Honestly, I did the same thing you did. Kill the other clone, then run away from all the guards.

I think the intel tells you to snipe the bald guy from some building, that happens to be the best position to be sniped at.
