I just looked up Connecticut law where this accident occurred and found that as of 1978 their state law says: "Pedestrians are to yield to the right of way to all vehicles when they are not in crosswalks." So, I removed my previous comment because I was wrong, and you are correct - pedestrians only have the right of way at designated CROSSWALKS. The unfortunate victim in this video was negligent, AND the drivers of both cars were in violation of the "no pass" double yellow lines.
