Maybe it's a very poor family, and the rapist is a wealthy man. Since either the girl or her father can decide not to do that, what's the harm? Would would you do? Let the rapist go scott free? At least Jewish law makes the rapist pay a fine and possibly have to take care of the victim for the rest of her life.
