I love this tune. i think it is about the human story, maybe. i think that because of the line about the Federales letting him slip away "out of kindness, I suppose." it goes, "they could have had him any day." maybe townes was writing about himself, marvelling at the fact that God had allowed him to live so long with such a self-destructive bent.

@derek4ur Townes said it just came to him - a story about a bandit who was hanged "they let him hang around" and the man who betrayed him. There was an actual legendary bandit called Pancho Villa with a friend whose nickname could be translated to Lefty, but Townes says that he wrote the song without quite realizing the history. That said, its a disservice to take the lyrics literally - its more than just a story and you can take other meanings from it.
