This is our country...if By defending it you mean shooting down the ICBM, which we can must and will, to prevent a nuclear missle wiping out all of hawaii....then NO...we don't have to ask anyone....its our country we can defend it. If by "defending" you mean what we did in iraq?...9//1 then go gung ho into a war? Send all our troops after north Korea...even after we stopped the missle?...then mabye its best we consult the world. Don't put it past us....our government may use this as an excuse.
