I like to think that Vader sending Starkiller to create the Rebel Alliance is a bit of his old self (Anakin Skywalker) showing through. Despite Palpatine's best efforts, his Empire was really defeated, not by Rebel agents, but by a Jedi he thought he had killed long ago, though his body was still living.
