On some videos John Cena says something more reliable like: "Just looking at the numbers makes clear Stone Cold Steve Austin is the number one." Rock was huge, Austin was the greatest.

His entrance, the 'hell fire' pyro, etc all matched perfectly to the demon-like gimmick he had back then.
