America already taxes the corporations most in the world, so that part has been done(recently since Japan just lowered a few weeks ago). Also, it takes more than raising taxes, for even if you tax everyone 100% of their income we wouldn't even cover this year's deficit. It will require major cuts starting with the military budget moving on to the unneeded bureaucracies, and moving on down if need be to social programs and when the economy gets back into the safe zone, start cutting them slowly.

Congress does not have power over the executive branch either.
