Actually the TFC rockets are weaker than TF2. In

TF2 it takes 1 - 3 rockets to kill a soldier. In TFC it takes 4 or more.

because TF2 isnt TFC :P TFC is godmode of TF series...TF2 is a good game...but as most remakes...will never measure up. (oh and to answer your question further...in TFC and other TF games before TF2 you got armor...if the rockets did low dmg like in TF2, Soldiers would be useless)
