My suggestion - very easy - make a video and 'drop docs' on that lady that calls her every day (meaning publish her name and phone number), so that we - your viewers - can call her about the situation. However - you would have to publish also the name of the lady that the city worker bothers. I think with a few dozens of calls in one day, the county would reconsider annoying her.

@Kelavmeister Well let us hope that the Wolves can turn on each other and stop trying to kill a very disturbed old Lady. Maybe they should look into the connection between their Bully wolf and the friend she has at the Trailer Court and who gets the trailers that are foreclosed on. But it is simpler to waste Tax Payer Money on nailing the old Lady for her late Tax payment. Wait when they cause her Mega Aneurism to Kill her before the Doctor can deal with it maybe they get the Mobil Home.
