i doesn't require a spec, it's learned at lvl 8.

Here is a fun trick , at booty bay put ur portal in the water and then stand on the dock...make sure you take advantage of the 40 yards. Kill low lvl horde/ali the guards will trap you but this spell removes it. Next thing, your in the water. Have the glyph that increases your swimming by 20%. The guards will turn back after a minute. If u get trapped pop trinket/escape artist. Repeat.... :)

whats the range on it?

The range is 40 yards but you can teleport without caring for Line of Sight.

This means you can teleport out of a cave if you've planted the Circle outside before.
